The Center for Clean Air Policy
Since 1985, the Center for Clean Air Policy (CCAP) has been a recognized world leader in climate and air quality policy. With active on-the-ground policy and research, CCAP advances cost-effective and pragmatic policies. CCAP has unparalleled expertise in climate policy issues in Europe, Asia, Central and South America and in the United States.
CCAP Mission Statement
To significantly advance cost-effective and pragmatic air quality and climate policy through analysis, dialogue and education to reach a broad range of policymakers and stakeholders worldwide.
CCAP’s work in the U.S. and Internationally focuses on climate change solutions in four major substantive areas:
- GHG Emission Mitigation and Economics
- Emerging Technologies and Technology Investment
- Transportation and Land Use
- Adaptation
Domestic Programs
CCAP leads four initiatives that touch all levels of government and involve stakeholders from a variety of interests. These initiatives are:
- Climate Policy Initiative, a collaboration with leading companies, federal, state and local governments, and environmental organizations to discuss and advance a national climate policy solution;
- Urban Leaders Initiative, a partnership with six large counties and cities to preempt climate change impacts through smart land use and infrastructure planning
- Advancing Climate Action in California, which assists the state in designing climate solutions through analysis and assessing mitigation options; and
- Transportation and Smart Growth Program, which focuses on transportation and land-use policies to reduce GHG emissions and improve air quality. This program also focuses on transportation and planning efforts internationally.
International Programs
CCAP works extensively in Europe, Asia and Central and South America. The major international initiatives include:
- Dialogue on Future International Actions to Address Global Climate Change, which combines in-depth analysis and development of policy options;
- European Climate and Energy Dialogue, developing a medium- to long-term climate change, energy and finance policy for the European Union (parallel program to the domestic Climate Policy Initiative) ; and
- Developing Countries Project, leading a collaboration with research teams in China, India, Brazil and Mexico to identify technologies and approaches to reduce greenhouse gas emissions.
Accomplishments
CCAP’s achievements and impact on climate change policies are evident across the country and around the world. Here are a few highlights:
- Played a major role in the landmark sulfur dioxide trading program in the Clean Air Act;
- Crafted the original design for theEuropean Union’s CO 2 trading system ;
- Helped lead development of the NOx reduction and trading program in the eastern U.S.;
- Developed comprehensive climate policy strategy for New York state, which directly led to the successful creation of Regional Greenhouse Gas Initiative (RGGI);
- Worked with three U.S. utilities to successfully finance the first carbon reduction project, the retrofit of coal-fired heating plant in Czech Republic.
- Produced with stakeholders the original design rules for the Clean Development Mechanism adopted as the Marrakech Accords.
The Center is set apart from consulting firms and nonprofit entities by the following characteristics:
- Independent, but works closely with decision makers at all levels of government, including a wide variety of international players
- Works on cutting edge policy issues, identifying and developing policy solutions that meet the needs of diverse stakeholders
