VICE PRESIDENT OF POLICY

The Center for Clean Air Policy (CCAP) seeks applications and nominations for a Vice President of Policy (VPP). The last few years have seen unprecedented interest in climate policy, and CCAP aims to maximize its influence in market-driven, politically viable policy solutions around the world. To that end, CCAP is creating a new role, the Vice President of Policy (VPP) to oversee its U.S. policy initiatives.

Working closely and collaboratively with CCAP’s founder and President Ned Helme and staff, the VPP will be responsible for identifying opportunities for new policy development, strategic partnerships and increased impact within the United States. S/he will manage an integrated portfolio of U.S. domestic policy projects and work with stakeholders to provide education to advance effective policy change.

CCAP's current work is split evenly between international and U.S. programs. In the U.S., CCAP has three major program initiatives:  the Climate Policy Initiative (CPI), the longstanding multi-stakeholder dialogue that works to develop solutions to further advance the U.S. climate policy debate, the California Program, with the broad objectives to advise the California climate policy debate at both ends of the spectrum and affect the development and integration of climate change policies statewide, and the Urban Leader Adaptation Initiative (Urban Leaders), with the path breaking objective to serve as a resource for government partners as they face infrastructure and land use decisions that affect local adaptation efforts and develop climate resilient strategies. To capitalize on increasing awareness and concern for climate and clean air policy both domestically and internationally, CCAP is now working to develop greater depth and breadth within its own organization.

The VPP will be at the forefront of developing these policies and will serve as a critical partner in the organization’s next stages of development.

OPPORTUNITIES AND CHALLENGES FOR THE VICE PRESIDENT OF POLICY

The CCAP Vice President of Policy will work to develop cost-effective, pragmatic climate policy. By building relationships both inside CCAP and beyond, the VPP will play a critical role in maintaining and expanding the organization’s impact. The VPP will be a strong manager who can lead staff toward external opportunities. Key challenge areas for the VPP include:

Working with the President and CCAP leadership team to expand the scope and impact of CCAP’s work

As a key organizational thought leader, the VPP will partner with the President to identify new projects and corresponding funding sources including opportunities for partnering with government agencies and/or private and corporate foundations on key issues.

Identifying outside opportunities for policy development, strategic partnership, and increased impact

The VPP will develop a U.S. policy agenda and corresponding outreach strategy to maintain and extend the Center’s impact on climate policy. S/he will seek to build and maintain lasting and productive relationships with policymakers, key opinion leaders, businesspeople, foundation officers and legislators at all levels.

Managing and integrating domestic policy development and analysis

In addition to developing new projects, the VPP will manage CCAP’s portfolio of ongoing U.S. policy initiatives. Leading a staff of six to 10 people including off-site contractors, and managing a program budget of close to $2 million, the VPP will be responsible for the strategic design, planning, and implementation of each project or program. S/he will work to ensure integration as appropriate across a variety of complex initiatives. It will be the role of the VPP to provide effective staff and project management, training and career guidance and help to strengthen the capacity of the organization.

Leadership for better policy

Success for CCAP is contingent upon working with and convincing key policymakers to enact effective policies. Thus, the VPP will directly oversee effective outreach, education and analytical functions both within the context of the CCAP “dialogue” process and in other ways. S/he will develop and maintain relationships with key stakeholders, partner with policy organizations, leaders and politicians and exude confidence and leadership in overseeing the complex and extensive policy making process.

 

QUALIFICATIONS

The successful candidate will be an established and articulate leader with sophistication, intelligence, drive and experience in influencing and shaping environmental policy. S/he will ideally hold a Bachelor’s degree in Public Policy or a related field and have a minimum of 10 years of policy experience. Preference will be given to candidates with an advanced degree. Experience working on Capitol Hill is highly desired. Additionally, the ideal applicant will possess many of the following professional and personal abilities, attributes and experiences:

  • An ability to anticipate creative opportunities for collaboration and dialogue and to inspire new positive approaches;
  • Substantive knowledge of climate policy and the ability to understand and articulate sophisticated economic, policy and scientific analysis;
  • A proven track record for managing and leveraging staff, complex budgets and multiple projects simultaneously;
  • Acumen in communicating a mission and expected results to myriad audiences, the skills to participate in business development processes and a history of successfully attracting funding;

MANAGER OF ADAPTATION POLICY

The Center for Clean Air Policy (CCAP), a renowned leader for more than two decades in the global climate change policy arena, seeks applications and nominations for the Manager of Adaptation (Manager) position. The last few years have seen unprecedented interest in climate policy, and CCAP believes that local governments can take the lead in diminishing the impact of climate change upon infrastructure and vulnerable populations. Adaptation to climate change is at the forefront of this surge in policy change.

To that end, CCAP is creating a new role, the Manager of Adaptation, to manage the Urban Leaders Adaptation Initiative (Urban Leaders). The Manager will build CCAP and Urban Leaders' ability to offer local governments resources to influence regional land development and infrastructure decisions as well as its ability to help frame federal infrastructure policies which impact local adaptation efforts. This is an exciting opportunity to join CCAP and to work with local governments who are leading the way in climate change adaptation policy.

Working closely and collaboratively with CCAP’s staff and partner cities and counties, the Manager will be responsible for helping these partners to implement specific adaptation projects and policies. The ideal candidate will help CCAP to establish credibility and expertise in the emerging fields of adaptation and climate policy, build strong relationships with key partners and develop and communicate an integrated approach to adaptation policy development. S/he should have experience in public policy, knowledge of relevant local government issues (e.g. land use, transportation, wastewater management), highly developed communication and interpersonal skills, and the sense of humor, adaptability and creativity to affect change in local climate policies.

Reporting to the Vice President of Policy, the Manager will also contribute to the overall programmatic efforts of CCAP, keeping the specific focus on Urban Leaders. The Manager will work as a leader of a team of highly sought- after policy analysts to build upon CCAP’s legacy of cutting-edge work in strategic areas of environmental policy.


OPPORTUNITIES AND CHALLENGES FOR THE MANAGER OF ADAPTATION

This important and exciting role will present challenges and opportunities for the new Manager that are each key to the success of CCAP’s strategic goals. The key challenges will include, but not be limited to:

Establishing credibility and expertise in the emerging field of adaptation policy

In the emerging field of adaptation policy, new ideas, best practices and programs are discovered weekly. The Manager will develop and maintain an expertise in adaptation in order to help partners to develop and implement effective adaptation projects, policies, plans, programs and partnerships. S/he will be able to guide policy makers in understanding expected impacts, assessing vulnerabilities, prioritizing risks, identifying resiliency opportunities and implementing strategies.

Forging and sustaining relationships with key partners to maximize opportunity for CCAP’s impact

The Manager’s success will be contingent on his/her ability to forge and sustain relationships with key partners. S/he will ensure that CCAP colleagues and Urban Leaders partners are kept up-to-date, and will encourage dialogue among partners through meetings and webinars and undertake one-on-one work to implement policy changes.

Assessing and responding to partner’s needs

CCAP’s Urban Leaders partners are seeking to identify and stop maladaptive practices, to mainstream climate considerations into policies and programs, and to begin making more productive decisions. Each local political context is unique and as a result each CCAP partner faces unique priorities and challenges. The Manager will be responsible for assessing and monitoring partners’ individual needs, and for helping policy makers to cultivate partnerships with both the scientific and academic communities and the private sector.

Managing and measuring success across diverse locations

The effectiveness of Urban Leaders is dependent upon meeting the overarching program goals—to equip partner cities and ounties to make effective policy and investment decisions about climate change. The Manager will seek to build the foundation for resilient communities in each partner location. By establishing measurable program goals and milestones with each partner, the Manager will monitor partners’ progress and work to help each succeed.

Developing and communicating an integrated approach to adaptation policy development

One of Urban Leaders’ key goals is to work with partners to develop recommendations that help advance state and national adaptation policy. The Manager will document lessons learned and develop recommendations for new policy by disseminating program results and details to national and international audiences via conferences, workshops and dialogues. The manager will be required to hold briefings with senior political officials and/or staff on Capitol Hill in Washington, D.C.

QUALIFICATIONS

The successful candidate will have a minimum of seven years of public policy experience in a government or non-profit management position and knowledge of local government issues (e.g. land use, transportation, energy management, waste management, water management, flood control, emergency response, risk assessment, zoning, buildings, or public health). S/he will ideally hold a Bachelor’s degree in Public Policy, Environmental Planning, Economics, or a related field. Preference will be given to candidates with an advanced degree. Some travel will be involved. Additionally, the ideal applicant will possess many of the following professional and personal abilities, attributes and experiences:

  • Highly developed communication and interpersonal skills, including demonstrated comfort working with stakeholders at various levels to influence and shape public policy in the environmental field;
  • Demonstrated project management skills and experience bringing major deliverables to completion in a team environment;
  • A deep knowledge of and commitment to the potential for climate change policy to dramatically influence the preservation of our natural resources;
  • An understanding of and experience in the U.S. political environment and familiarity with current environmental legislative programs at the federal and state levels;
  • The ability to be a fast learner and interest in developing new knowledge areas;
  • Demonstrated successes in fundraising including crafting proposals and building relationships with donors and decision makers;
  • The flexibility and ability to work in a collaborative environment;
  • A sense of humor, adaptability, humility, and creativity.

CLIMATE CHANGE POLICY ANALYSTS

The Center for Clean Air Policy (CCAP), a renowned leader for more than two decades in the global climate change policy arena, seeks applications and nominations for a U.S. Policy Analyst and an International Policy Analyst. CCAP’s teams of policy analysts work collaboratively with scientists, industry and political leaders in every venue to contribute to effective policy making.  Based in Washington, DC, the new Policy Analysts will join the team working on these solutions through CCAP’s U.S. and International policy programs. 


OPPORTUNITIES AND CHALLENGES FOR THE POLICY ANALYST

The U.S. Policy Analyst will assist in the execution of CCAP’s Climate Policy Initiative, a dialogue among key stakeholders directed toward developing a consensus framework for national climate policy. In addition, he or she will provide research and analytical support to CCAP’s California Program, which is focused on implementation of the state’s landmark legislation, AB 32, the Global Warming Solutions Act of 2006. The successful candidate will have experience in cap and trade policy options, familiarity with current legislative options at the federal and state level and, preferably, familiarity with the political and policy issues central to the implementation of climate policy solutions in California. 

The International Policy Analyst will assist in the execution of CCAP’s main international programs: the Future Actions Dialogue (FAD), which brings together senior climate negotiators from developed and developing countries to evaluate and develop policy options and other key elements of a potential post-2012 international climate agreement; the Developing Country Project, a program to analyze greenhouse gas emission trends and mitigation options and develop strategies for policy implementation in key developing countries; and the EU Dialogue, a forum to evaluate emission reduction and policy options in Europe. The successful candidate will have a keen sense of the post – 2012 international climate debate, the political and jurisdictional issues that are at the heart of finding consensus-based solutions in the EU and/ or similar experience in developing country GHG emissions and energy policies.

  • A zeal for the importance of improving climate policies including demonstrated depth and experience in one or more cap-and-trade or climate policy issue areas (i.e. linking trading systems, sector-based approaches, technology or finance) with knowledge of policy design processes and alternatives;
  • Superior oral and written communication skills with the ability to write for both policy and analytic audiences, reach out to stakeholders, and present to and lead groups;
  • The flexibility and proven ability to work in a collaborative environment;
  • A sense of humor, adaptability, humility and creativity.

DEVELOPMENT ASSOCIATE

The Center for Clean Air Policy (CCAP), a renowned leader for more than two decades in the global climate change policy arena, seeks applications and nominations for a Development Associate (Associate). The last few years have seen unprecedented interest in climate policy, and CCAP aims to maximize its influence in market-driven, politically viable policy solutions around the world.

Working closely and collaboratively with CCAP’s senior staff, the Associate will be responsible for analyzing CCAP’s revenue streams and identifying opportunities to attract new donors. S/he will be responsible for foundation fundraising, and supporting senior staff in the development of long term fundraising and marketing plans. The ideal candidate will identify and inspire opportunities for supporting CCAP and have the acumen to cultivate prospects through funding cycles. S/he will demonstrate substantive knowledge of climate and clean air policy, have a proven track record for managing budgets and complex projects, and provide leadership in fundraising for CCAP’s programs. The ideal candidate will have demonstrated fundraising skills, a collaborative, team-oriented work style, and a commitment to effectively influence climate policy.

The Development Associate would serve as the primary fundraising professional in the organization.


OPPORTUNITIES AND CHALLENGES FACING THE DEVELOPMENT ASSOCIATE

Reporting to the Executive Vice President/COO, the Development Associate position is a unique opportunity to build an effective foundation and major gifts program within a dynamic and rapidly growing organization. The position affords the opportunity to develop skills in the development and management of critical aspects of the organization. CCAP values mentoring and ongoing training of staff members and in return, has high expectations for the quality of work produced. The Development Associate, a position with tremendous growth potential, will have responsibilities that will include, but not be limited to:

  • Manage the overall fundraising program for project funding from foundations, corporate and government sources.
  • Research and prepare grant applications to corporations, foundations and government agencies. Identify potential new sources of funding.
  • Steward existing relationships with donors, including providing reporting data when necessary. Cultivate new relationships with current and future donors and partners.
  • Research and explore a strategy to begin a major gift program. Work closely with the Executive Vice President and senior staff to enhance the participation and engagement of the Board of Director’s Development Committee.
  • Assist in CCAP’s communications function, including the development of contact and fundraising database tools, marketing materials and ongoing outreach to donors.
  • Interface regularly with and support the work of the Program staff in the development and management of donor sources.


QUALIFICATIONS

The successful candidate will have a Bachelors degree and a minimum of three years of related experience in a non-profit organization – preferable one with a core of foundation, government and/or major gift funding. This position affords a great opportunity to capitalize on the momentum in the climate change movement by helping to promote and create strategies to advocate for CCAP’s important programs.
