In December 2006, the Center for Clean
Air Policy (CCAP) launched the Urban
Leaders Initiative on Infrastructure,
Land Use and Climate Change. In
partnership with government leaders
from several large counties and cities,
this new program is aimed at ensuring
the resilience of those communities to
the impacts of inevitable climate change.
Participants include representatives from
Boston, Chicago, Houston, King County,
London, Los Angeles, Miami-Dade,
Milwaukee, Nassau County, New York
City, San Francisco, and Toronto.
Pending infrastructure investments (e.g., water and transportation) present a critical opportunity
to link short-term decisions with long-term benefits. The vision of CCAP’s charter partner in this
new program—Washington State King County Executive, Ron Sims—is to look at projected
climate impacts in 2050 and ‘backcast’ to identify the necessary steps to reduce emissions and
preempt vulnerabilities. CCAP also aims to broaden national climate policy discussions by
identifying solutions to redefine infrastructure and emergency preparedness policies to support
local climate adaptation efforts.
In overseeing this new program, CCAP is emphasizing dialogue among partners, information
and tools from outside experts (e.g., Federal agencies, insurance companies, research
universities, etc.) and one-on-one work with each partner.
