Developing Countries Project - Helping Developing Countries Reduce Greenhouse Gas Emissions

As the United Nations Framework Convention on Climate Change (UNFCCC) moves forward, it is critical that developing countries are ready and able to make significant progress toward reducing greenhouse gas (GHG) emissions. CCAP is helping developing countries prepare for and participate in UNFCCC negotiations through its Developing Country Project.

CCAP is assisting developing countries by identifying opportunities that will result in substantial economic gains and other benefits from reductions in GHG emissions. Since February 2005, CCAP has been working on the ground with policy-makers and researchers in Brazil, China, India and Mexico. Indonesia was recently added to this project.
 
Program Goals and Objectives

Through its analysis and on-the-ground work, CCAP aims to:

  • Combat misconceptions about China's actions to address climate change;
  • Strengthen China's ability to prepare for and participate in negotiations on the post-2012 international commitment phase under the UN Framework Convention on Climate Change; and
  • Develop practical strategies with program partners that can be employed by the government to implement promising mitigation options in China.
 
Partners and Stakeholders in China

CCAP has been working with policy-makers and researchers in the government and private sectors in China, particularly the Institute for Environmental Systems Analysis within the Department of Environmental Science and Engineering at Tsinghua University, the Ministry of Science and Technology and the National Development and Reform Commission to identify technologies and approaches to reduce GHG emissions.

CCAP's research shows that China is not only taking steps to reduce GHG emissions, but in some instances, is doing more to reduce emissions than developed nations. Recently, China unilaterally implemented policies in key Chinese economic sectors that are already lowering GHG emissions, such as renewable energy requirements in electricity, fuel economy standards for passenger vehicles and a goal to reduce economy-wide energy use per unit of GDP by 20 percent by 2010.

Building on this effort, Phase II involved CCAP working with its stakeholder partners in China  to develop comprehensive implementation strategies for select mitigation options that can overcome existing policy barriers and enhance national development efforts.

Presentations at COP-15

CCAP organized a side event at the 15th session of the Conference of Parties to the UNFCCC on the 16th of December 2009. Following are the presentations from the event.

For Phase III of the project, CCAP will deepen its existing analytical framework of policy implementation approaches to assist developing countries with design of potential nationally appropriate mitigation actions (NAMAs) in key sectors such as electricity, other industries and transportation. CCAP will also work with policymakers to help them further develop their national climate plans and plans for integrating their national programs into the emerging post-2012 international climate framework.
