William Whitesell

William (Bill) Whitesell has devoted many years to public service across a range of activities. He joins CCAP as the Director of Policy Research.
Bill began his career working as a financial analyst at the World Bank, where he was responsible for the assessment of policies and projects to promote industrial and financial sector development.
He then spent a few years as a private banker, working with public/private partnerships to promote the financing of development activities. Bill also spent many years working for the Federal Reserve Board, where he became responsible for managing some of the staff work on the formulation and implementation monetary policy and on the analysis of financial sector developments.
After leaving the Fed, Bill devoted himself to consulting and writing on climate policy issues, drawing insights from his experience with monetary regulation. He has published numerous policy-related articles in academic journals.
Bill holds a B.S. in industrial administration from Yale, an MBA from the Wharton School of the University of Pennsylvania, and a Ph.D. in economics from New York University.
