Trucks move the majority of goods in the U.S. and truck traffic
is expected to increase by 70% over the next 20 years. Trucks
are currently responsible for 25% of transportation sector's
nitrogen oxides (NOx), 29% of its particulate matter (PM)
and 10% of CO2 emissions. New regulations will lead to much
cleaner trucks and diesel fuel, but rapid growth in truck
travel will counteract many of these gains. CCAP has established
a Low Emissions Freight Program to help respond to the policy
and environmental challenges of increased goods movement.
This innovative program combines direct action with local
partners at key U.S. ports with expert dialogue and independent
analysis to achieve tangible emission reductions from all
freight modes.
Our key freight projects the Center is currently working
on include:
Freight Solutions Dialogue: Climate
Protection and Clean Air Through Efficient Goods Movement.
On June 6th and 7th 2005, the Center together with the U.S. Department of Transportation's Center for Climate and Environmental Forecasting held a Freight Solutions Dialogue (FSD). The dialogue brought together a cross section of high-level professionals for two days of informative panel presentations and facilitated discussions. One tangible result of the two-day meeting was the decision by attendees to further explore, as a first priority, emission reduction opportunities within the U.S. freight distribution system in a manner consistent with economic, air quality, and equity goals. A number of participants also volunteered to join a FSD Steering Committee. This set of experts will help CCAP and US DOT define priorities for further analysis and identify topics for future FSDs. US DOT Freight: Reducing US Freight Greenhouse Gases
The Center is currently preparing a detailed research paper
quantifying the emissions reductions (greenhouse gases and
air pollution) from a wide range of freight policies, measures
and technologies. Stay tuned for updates!
Freight Emissions Reductions in New York and New Jersey.
The Center for Clean Air Policy (CCAP or the Center) has initiated
a Low Emission Freight Program with the goal of reducing freight
emissions at the Port of New York and New Jersey. A key component
of this project will be the development of a port-specific
baseline to show where emissions occur, and analysis of the
most cost-effective and pragmatic reduction opportunities.
This will include a review of ground equipment, marine, truck
and rail sources. The Center is also exploring innovative
implementation and financing strategies to translate these
opportunities into cleaner air.
SmartWay Transport Partnerships for Ports
The Center is providing support to the US EPA to extend their
SmartWay voluntary freight emissions reductions effort to
Ports. We will estimate fuel use and emissions from port facilities
in the U.S. and review potential air pollutant and GHG emission
reduction opportunities.
