Since 1985, CCAP has been a recognized world leader in climate and air quality policy at the local, national, and international levels. Based in Washington, D.C., CCAP helps policymakers around the world to develop, promote and implement innovative, market-based solutions to major climate, air quality and energy problems that balance both environmental and economic interests.

Position Description

CCAP has an opening for a full-time policy associate to support CCAP’s carbon markets policy work. S/he will be managing and providing research, analysis, report-writing and addressing CCAP’s projects focused on climate change mitigation policies. S/he will have the opportunity to lead research and analysis in support of national policy recommendations and international thought leadership in climate finance, REDD+, carbon pricing and carbon markets. The position will have contact with policymakers and other experts and will participate in cutting-edge climate change policy work.

Responsibilities include:

•    Research and geographical and quantitative analysis on developing-country policies
•    Policy analysis and writing
•    Preparation support for workshops and stakeholder meetings
•    Interaction with outside technical consultants, experts, and international policymakers on various assignments.

The Associate will support the following:
 

• Lead and coordinate technical support inputs for the design and implementation of actions and interventions that deliver climate solutions.

• Carbon Markets/Best Practices – Perform a literature review of international and domestic carbon markets; review and summarize cooperative pilot approaches; help evaluate approaches to implementing cooperative approaches; evaluate implications of different rules and guidelines for implementing carbon markets; help plan workshops and dialogues on these topics. 

• Program Development – Support research and analysis for designing and implementing new carbon markets projects; help plan meetings and mission trips. 

• Viability analyses for a carbon price and carbon market – Viability analyses for a carbon price and carbon market options, designing models that maximize local well-being and mitigation results. We combine terrain data with all information collected in our global dataset for projects, countries’ market implementations, and international transactions to offer updates and complete recommendations. 

• Maximizing Social Welfare Through Carbon Markets – Studies about the state of the local communities regarding the carbon markets in Latin America and the Caribbean by recognizing and understanding the challenges, risks, needs, and opportunities for the ambitious and transparent implementation of Article 6 of the Paris Agreement and other carbon markets, ensuring the protection of social and environmental safeguards.

Qualifications

​

• Graduated professional from a program in public policy, international relations, economics, environmental science, or related field with more than 3-5 years of experience.

• Coursework or experience in climate change and energy policy required.

• Excellent research, quantitative analysis, and writing skills required.

• Knowledge in software tools to analyze geographical data, design databases, and conduct statistical analysis.

• Strong oral and written communication skills.

• Strong organizational skills and attention to detail.

• Ability to quickly get up to speed on technical issues.

• Fluency in Spanish, including the ability to speak and write to policy audiences.
