Global Carbon Markets Experts

​

​The Center for Clean Air Policy (CCAP) is seeking to establish a global pool of qualified consultants with expertise in carbon markets to support our expanding portfolio of projects related to carbon market readiness and implementation.

 

CCAP is a nonprofit climate policy organization with 40 years of experience working at the intersection of climate policy, finance, and implementation. Our work spans national and subnational governments, multilateral institutions, and private sector actors, with a strong focus on supporting the design and operationalization of carbon markets that deliver environmental integrity, transparency, and sustainable development benefits.


Through this call, CCAP aims to identify experts with diverse expertise to provide technical, analytical, and advisory support across our various projects.
 

Areas of Expertise
 

We welcome applications from consultants with demonstrated experience in one or more of the following areas:

 

Article 6 of the Paris Agreement
 

  • Article 6.2 cooperative approaches and ITMO authorization frameworks

  • Article 6.4 mechanism development, methodologies, and project pipeline.

  • National Article 6 readiness, including institutional arrangements and regulatory frameworks

  • Authorization processes, corresponding adjustments, and accounting systems

  • Integration of Article 6 into NDC implementation strategies

Voluntary Carbon Markets (VCM)

​

  • Carbon credit project design and development

  • Carbon standards and registries (e.g., Verra, Gold Standard, ACR, Climate Action Reserve)

  • Methodology application and development

  • Environmental integrity, safeguards, and quality assessment

  • Corporate carbon strategies and credit procurement

  • Market trends, governance, and integrity initiatives (e.g., ICVCM, VCMI)

Carbon Market Policy and Regulatory Frameworks
 

  • National and subnational carbon pricing instruments (ETS, carbon taxes, crediting mechanisms)

  • Regulatory and institutional design

  • Policy analysis and drafting

  • Carbon market integration with broader climate and financial policy frameworks


Measurement, Reporting, and Verification (MRV) and Accounting
 

  • GHG accounting methodologies and systems

  • Carbon registry design and management

  • MRV system development and implementation

  • Tracking systems and transparency frameworks


Sectoral Expertise
 

We encourage applications from experts with experience in carbon markets across sectors including, but not limited to:
 

  • Waste and circular economy

  • Energy and renewable energy

  • Forestry and land use (AFOLU, REDD+)

  • Agriculture

  • Transport

  • Industrial processes

  • Blue carbon and coastal ecosystems

  • Nature-based solutions
     

Geographic Scope
 

CCAP works globally and is particularly interested in consultants with experience in:
 

  • Latin America and the Caribbean

  • Africa (with a particular focus in Francophone Africa)

  • Small Island Developing States (SIDS)

  • Emerging and developing economies
     

Consultants with experience working across multiple regions or supporting international processes are especially encouraged to apply.
 

Scope of Engagement
 

Consultants in the pool may be engaged on a short-term or long-term basis to support activities such as:
 

  • Technical advisory services to governments and institutions

  • Policy and regulatory analysis and drafting

  • Research, analysis, and report preparation

  • Stakeholder engagement and consultation facilitation

  • Training, workshops, and capacity-building activities
     

Selection from the consultant pool will be based on project needs, consultant expertise, and availability.


Qualifications
 

Qualified candidates should demonstrate:
 

  • Proven expertise in carbon markets, climate policy, or related fields

  • Relevant academic qualifications in climate policy, environmental science, economics, engineering, law, finance, or related disciplines

  • Experience working with governments, international organizations, NGOs, or private sector actors

  • Strong analytical, writing, and communication skills

  • Ability to work independently and collaboratively in international and multicultural environments

  • Professional fluency in English required; additional languages such as Spanish, Portuguese, or French are highly desirable
