About

Martin Rabbia joined CCAP in September 2023 as a Sr. Carbon Markets Associate. He is a climate policy and governance professional with 10 years of combined experience working in academia, the public and international sectors. In this role, Martin supports CCAP's carbon markets policy work through research, analysis and report writing on climate change mitigation policies.

Prior to joining CCAP, Martin was a PhD Researcher at KU Lueven. His research focused on the adoption process of carbon taxes in Argentina, Chile, Colombia and Uruguay, the role of international organizations in promoting carbon pricing and the interplay between internal and external forces in promoting carbon pricing in the Caribbean.

As a Climate Analysis and Research Consultant at the Green Climate Fund (GCF), Martin supported GCF's international and Board-level activities. He monitored GCF's engagement at the United Nations Framework Convention on Climate Change (UNFCCC) Conference of the Parties (COP), ensuring compliance with COP decisions and Board guidance. Additionally, he assisted in compiling the GCF's annual report to the COP and supported the implementation of the operational framework to enhance complementarity and coherence among climate finance institutions. In his role of supporting the Board, Martin contributed to the organization and execution of Board meetings, including scripting for the Co-Chairs.

During his service at the Argentine Ministry of Environment and Sustainable Development, he worked in the Environmental Impact Direction, the International Environmental Affairs Office and the Climate Change Direction. In the latter, Martin promoted access to climate finance resources and actively participated in various international negotiations, including those within the UNFCCC, the Intergovernmental Panel on Climate Change and the G20, where Argentina held the presidency in 2018.

Martin holds a PhD in Social Sciences from KU Leuven, a master’s degree in Climate Change from Universidad Europea del Atlántico, another master's degree in Urban Economics from Universidad Torcuato di Tella and a bachelor's degree in Urban Environmental Management from Universidad Nacional de Lanús.
