Request for Audit Proposal (RFP)

Center for Clean Air Policy is a 501(c)(3) nonprofit organization dedicated to creating innovative, replicable climate solutions, strengthens capacities, and promotes best practices across the local, national, and international levels to accelerate the transition to a net-zero, climate resilient future. We are seeking proposals from qualified independent certified public accounting firms to perform an annual financial audit for the fiscal year ending 06/30/2025 and two project audits, with the option to renew for the financial audit for up to 3 additional years.

Scope of Services
 

The selected audit firm will be expected to:

Conduct a Financial Audit
​

  • Conduct an annual audit of financial statements in accordance with GAAP and applicable nonprofit standards.

  • Conduct two project audits in accordance with GAAP, applicable nonprofit standards and grant agreement

  • Express an opinion on the fairness of presentation of the financial statements.

  • Evaluate internal controls and provide a management letter with recommendations.

 

Deliverables
 

  • Audited financial statements

  • Auditor’s report (Financial and Project)

  • Management letter (if applicable)

  • Form 990 preparation

Audit Timeline
 

  • Fieldwork Start: 12/15/2025

  • Draft Report Due: 01/31/2026

  • Final Report Due: 05/15/2026

Proposal Requirements

Interested firms must include:
 

1. Firm Overview

  • History, size, and nonprofit audit experience

  • Office location(s)
     

2. Team Qualifications

  • Staff who will lead and conduct the audit

  • Relevant nonprofit and Single Audit experience


3. Audit Approach & Methodology

  • Description of audit process

  • Use of technology, remote or in-person fieldwork


​4. Fees

  • Detailed fee schedule (including hourly rates)

  • Costs for optional services (e.g., 990 preparation)


5. References

  • At least 3 nonprofit clients (preferably similar size/scope)

Proposals will be evaluated based on:
 

  • Relevant nonprofit experience

  • Client references and reputation

  • Qualifications of the audit team

  • Proposed audit approach and timeline

  • Cost competitiveness

  • Commitment to diversity, equity, and inclusion (optional)
