Policy Update

Elevating Solar Solutions: Lighting the Path to Sustainable Energy in the Philippines

In the face of shifting global policies, the Philippines emerges as a beacon of progress in clean energy initiatives. The NAMA Facility's recent preliminary selection of the Philippines NAMA for Distributed Solar Power marks a significant leap towards a sustainable future. Developed through a collaborative effort between CCAP and the Philippines Department of Energy, this €20 million program aims to accelerate the adoption of rooftop solar photovoltaic installations across residential, commercial, and government facilities. Aligned with the country's net metering regulations and self-supply options, the project stands as a testament to the Philippines' commitment to fulfilling its NDC and the vision outlined in the Philippine Energy Plan—providing "Energy Access for More."

Once fully funded, this groundbreaking NAMA will strategically dismantle regulatory and capacity barriers hindering rooftop solar installations. This includes streamlining local permitting processes and establishing certification and accreditation programs for PV technology and installers, ensuring the quality and reliability of the deployed solar infrastructure. In a strategic collaboration with the World Bank, the NAMA will establish a guarantee fund, empowering local banks to offer competitive financing for solar projects. Simultaneously, technical assistance will be provided to develop a robust pipeline of bankable projects, reinforcing the foundation for a sustainable energy landscape.

Looking ahead, CCAP anticipates a continued partnership with the Philippine Department of Energy in shaping the program's detailed design, crafting necessary legal instruments and agreements, culminating in the submission of a comprehensive proposal to the NAMA Facility for final funding approval.
