The ICAT Climate Finance Transparency Guide provides methodological guidance that helps developing country policymakers to establish and implement national climate finance transparency frameworks. It focuses on collecting data on financial needs and finance flows, aligning with the reporting requirements under the Paris Agreement’s enhanced transparency framework, and taking a holistic approach to enable to serve as a basis for implementing climate action.


The guide’s step-by-step approach covers the following five phases and offers levels of complexity to meet the needs of countries at different stages of readiness to track, measure, manage and report on climate finance:


  • Scoping, planning, and institutional arrangements

  • Defining and classifying climate finance

  • Ex-ante climate finance needs assessment

  • Climate finance tracking

  • Evaluation: from transparency to enhanced climate action
